In order to promote the stability and quality improvement of Guizhou's foreign trade, Guiyang Customs has studied and formulated ten measures to support the development of Guizhou's China-Europe Express from four aspects: optimizing customs clearance supervision processes, supporting the construction of hub sites, strengthening enterprise cultivation and assistance, and supporting the use of China-Europe Express to expand imports and exports. 　　

Since the launch of Guizhou's first China-Europe Express in November 2021, Guiyang Customs has ensured the operation of 13 trains in Guizhou, carrying goods worth 323 million yuan. Affected by the new crown pneumonia epidemic, Guizhou's foreign trade situation faced great difficulties and challenges in the first half of 2022. In the first four months, the total value of Guizhou's import and export of goods trade was 16.64 billion yuan, a decrease of 16.2% from the same period in 2021. 　　

In terms of optimizing the customs clearance supervision process, Guiyang Customs will introduce a China-Europe express train operation supervision plan to guide enterprises to use the transshipment model and the integrated model for declaration, and continue to do a good job in China-Europe express train supervision and customs clearance guarantee; set up China-Europe express train declaration windows in each affiliated customs, promote 7×24 hours appointment customs clearance for China-Europe express trains, improve customs clearance service levels, and further optimize the port business environment; strengthen cooperation with Alashankou, Horgos, Manzhouli and other ports, strengthen coordinated supervision, and ensure the smooth customs clearance and release of Guizhou China-Europe express goods at the ports.

Data shows that in the first quarter of 2022, the overall customs clearance time for imports and exports of Guiyang Customs was 11.47 hours and 0.48 hours, respectively, ranking 5th and 11th in China, respectively, and reduced by 87.1% and 93.9% compared with 2017. 　　

In terms of supporting the construction of hub stations, Guiyang Customs will support the construction of customs supervision work sites in Guiyang Comprehensive Bonded Zone, use the advantages of the bonded system to promote the development of China-Europe trains, and continue to promote the efficient and intensive operation of scheduled China-Europe trains; support the opening of customs supervision work sites in Gaimao, promote the construction of "waterless ports", and organically connect the "Guizhou-Guangdong" channel and the "Belt and Road" international multimodal transport channel. Guiyang Customs will also strengthen enterprise cultivation and assistance, actively implement the mutual recognition and customs clearance facilitation measures of "Authorized Economic Operators" (AEO) with countries along the China-Europe train route, increase the credit cultivation of enterprises that have trade relations with countries along the route, vigorously carry out AEO policy propaganda, so that more enterprises that have trade relations with countries along the "Belt and Road" construction will become customs AEO enterprises and enjoy mutual recognition customs clearance facilitation measures. 　　

Guiyang Customs supports the use of China-Europe trains to expand imports and exports, mainly including supporting the use of China-Europe trains to carry out cross-border e-commerce and mail and express delivery business, promoting the sustainable development of new formats; supporting the development of multimodal transport business with railway transportation as the link, realizing the effective connection between China-Europe trains and the new western land-sea channel; supporting Guizhou's high-end equipment manufacturing, tea, liquor and other specialty products to achieve "Guizhou goods out of the mountains" through China-Europe trains; supporting the return transportation of China-Europe trains to expand the import of key commodities.
