On September 5, the State Council Information Office held a regular briefing on the State Council's policies. Li Fei, Assistant Minister of Commerce, said at the meeting that since the beginning of this year, the risks and challenges faced by foreign trade have increased significantly, and the pressure to stabilize foreign trade has increased. In this regard, the Party Central Committee and the State Council attach great importance to it and have successively deployed and issued multiple rounds of policies to stabilize foreign trade. The Ministry of Commerce will also work with local governments and relevant departments to implement policies and introduce a number of supporting measures to stabilize foreign trade.

With the joint efforts of all parties, my country's foreign trade has shown strong resilience. From January to July this year, the total import and export volume reached 23.6 trillion yuan, a year-on-year increase of 10.4%. But at the same time, it should be noted that foreign trade is still facing unfavorable factors such as the slowdown in the expansion of external demand and the difficulty of enterprises in receiving orders. To this end, in the policy measures to follow up on this round of economic stabilization package, new policies to further stabilize the development of foreign trade have been proposed, mainly including four aspects.

First, promote the development of new forms and models of foreign trade. At present, new forms and models of foreign trade such as cross-border e-commerce and market procurement trade are still in the window period of innovation and development. The Ministry of Commerce will work with relevant departments to introduce policies to support the development of overseas warehouses for cross-border e-commerce as soon as possible, and support specialized entities such as logistics companies, cross-border e-commerce platforms and large cross-border e-commerce sellers to build overseas warehouses. At the same time, a new batch of cross-border e-commerce comprehensive pilot zones and market procurement trade pilots will be added as soon as possible.

Second, support the export of key products such as new energy vehicles. In recent years, my country's automobile industry, especially new energy vehicle industry, has flourished, and its international competitiveness has been significantly improved. From January to July, the export of new energy vehicles increased by more than 90% year-on-year, becoming a highlight of foreign trade. The Ministry of Commerce will continue to work with relevant departments to support new energy vehicle companies to accelerate the construction of overseas marketing and after-sales service networks and increase brand publicity and promotion efforts. Encourage qualified overseas institutions of Chinese banks to provide overseas consumer financial products. Study to expand export transportation channels and transport new energy vehicles through China-Europe trains.

Third, smooth the channels for foreign trade companies to grab orders. The Ministry of Commerce will work with relevant departments to provide more convenience and support for foreign trade companies' personnel to go abroad for business activities. Further play the role of overseas self-organized exhibitions, encourage trade promotion agencies and exhibition companies to hold overseas self-organized exhibitions in the form of "online domestic counterparts and offline overseas product exhibitions", and promote the scale of exhibitions. Encourage local governments to introduce practical measures based on their actual conditions and actively support small and medium-sized foreign trade enterprises to participate in exhibitions.

Fourth, enhance the exchange rate risk management capabilities of foreign trade enterprises. The current external environment is becoming more complex and severe, and the risk factors affecting the RMB exchange rate are increasing. The Ministry of Commerce will work with the People's Bank of China, the State Administration of Foreign Exchange and other departments to continue to guide foreign trade enterprises to establish a neutral awareness of exchange rate risk, encourage banking institutions to innovate and optimize products, and provide exchange rate hedging and cross-border RMB settlement services for more small and medium-sized foreign trade enterprises.

In the next step, the Ministry of Commerce will work with relevant departments to refine the implementation measures, guide local governments to introduce targeted support measures and implement them in light of the actual conditions of their regions, and ensure that foreign trade enterprises can enjoy the policy dividends as soon as possible.
